District II of the Reinforcement-paradox trio (source and full story: BV2149 — the combined election; Felsenthal 2010, Appendix §A2, Example 3). 15 voters:

Bruno is ranked first by an absolute majority — 8 of 15 — and wins in the first round; the runoff never happens. Bruno is also this district's Condorcet winner (beats Alma 8–7 and Cora 8–7). STAR on the same ballots (5/3/1 map: 41/47/47) elects Bruno too, runoff 8–7. BV confirms both (results ↗); LH agrees, no tiebreaks.

This is the strongest possible district-level verdict — a majority favorite and Condorcet winner — which is what makes the sequel sting: Bruno also wins District I, yet the combined electorate elects Alma. Teaching page: multiple_districts.md.
