01_STAR / none_of_the_above — when "None of the Above" wins

What happens when voters can formally reject the whole field? BetterVoting supports a None of the Above (NOTA) option, and STAR counts it like any other candidate — so it can top the scores and win the runoff. This folder holds the constructed protest election that demonstrates it.
