01_STAR/09_Parked — kept, but off the learning path

Not everything in a test-case library teaches something. This folder holds cases that are worth keeping and not worth reading in order — engine fixtures, degenerate constructions, completeness filler. It sorts last on purpose, so a newcomer never lands here first.

Nothing here is broken or deprecated. If a set stops earning a place in the learning path but still earns a place in the suite, this is where it goes.

Set	Why it's parked
Two-candidate STAR	With only two candidates the Automatic Runoff just echoes the Scoring Round, so there is no distinctive STAR behavior to show. Kept for completeness and as engine test fixtures.
Flat scores & ties	Eight ballots engineered to tie — one per locus, down to the fully-flat degenerate shapes. Constructed probes rather than elections, so the whole sweep sits on one page; the tie-breaking that teaches is the ladder and the dead rung. Kept as the reference transcript of the cascade and as engine fixtures.
