STAR's honest Independence-of-Irrelevant-Alternatives (IIA) limit, shown mechanically: when the electorate has a genuine Condorcet cycle (no candidate beats everyone), a candidate who cannot win can still change who does, because their presence changes which two candidates reach STAR's automatic runoff. No strategy required — the ballots are perfectly sincere.
