BV750 — Bloc STAR tie-breaking, every ballot identical (#1052 family)

Official tie-break (lot) order: c > a > b — consulted only if every deterministic tiebreaker stays tied (how the ladder works).

Scenario

The LH reference for BetterVoting test BV750 (real election 3yr2qd, "Block STAR", 2 seats). The extreme flat case: 3 candidates (a, b, c) and 3 ballots that are ALL 5,5,5 — every voter maxes every candidate, so no ballot expresses any preference.

Everyone ties at 15; pairwise is 0-0-0 (all Equal Support); five-star is 3-3-3. Every deterministic rung ties, so the LOT decides both seats. lot [c, a, b] reproduces BetterVoting's random draw: seat 1 c, seat 2 a.

Two BV issues together: 1. #1052 / #1407 — every ballot dropped: the export reports nAbstentions=3, nTallyVotes=0, so BV shows "0 ballots"/the "no ballots have been cast" message. LH counts all 3 (each is Equal Support). An all-equal ballot is a real vote of no-preference, not an abstention. 2. Random tie-break -> non-reproducible (cf. #1063 / #1417): a different draw elects a different pair. The winners are unaffected by the dropped ballots (identical ballots can't separate anyone) — it's the lot order that decides.
