  Summit (22%) elect nobody. Together that is 51% of the electorate with no seat.
  No rung of the tie-break ladder is consulted.

  This case exists to show three things a small example cannot.

  ONE — bloc's amplification does not need a majority. Coast is 38% of the
  electorate and takes 67% of the council, because it is the largest COHESIVE
  group and every seat is decided by the same undivided electorate.

  TWO — the runoffs mostly are not contests. Rounds 2 and 4 are settled by 14 and
  52 voters respectively, because the remaining voters rate both finalists
  identically. Only the rounds involving an independent split the electorate.

  THREE — and this is the one that only appears at width: THE THREE PROPORTIONAL
  METHODS DISAGREE WITH EACH OTHER here, which they do not do in any smaller case
  in this folder.

    Allocated Score  : Alma, Bruno, Elsie, Frank, Ivan, Lena
    Sequentially Spent Score : Alma, Bruno, Elsie, Frank, Ivan, Lena
    Reweighted Range : Alma, Bruno, Elsie, Frank, Lena, Mateo

  Allocated Score and Sequentially Spent Score both produce Coast 2, Valley 2,
  Summit 1, independent 1 — proportional. Reweighted Range gives Summit's seat to
  a second independent instead. "Proportional" names a family, not a single
  answer, and the family only visibly splits when the field is wide enough to
  give it room.

  Reproduced on BetterVoting (election rq2c3g), which counts the SAME 175
  ballots twice. Both races match the LH count exactly: Bloc STAR elects Lena,
  Alma, Mateo, Bruno, Clara and Dex with tieBreakType 'none'; STAR-PR elects
  Alma, Bruno, Elsie, Frank, Ivan and Lena. Frozen export:
